Capital Levy

Saint Too Bloom Academy ("Bloom”) is a private educational institution which receives no regular funding or grants from the Hong Kong Government. In order to meet the long-term financial commitments of Bloom, a Capital Levy program will be introduced in August 2026 (for 2026-2027 academic year onwards).
Please note, Capital Levy will be collected from students who are enrolled and commenced on and after 2026-2027. Students who were enrolled and commenced before the 2026-2027 academic year are exempted.

The annual Capital Levy charge is HKD25,000/student/year (pending EDB approval), unless exempted under specific conditions. Beneficiaries of financial assistance can apply for an annual Capital Levy exemption or reduction, but the final decision is at the school's discretion.

Funds raised from the Capital Levy are expected to be used in new or systemic overhaul of:

1. Infrastructure capital expenses

2. Technology capital expenses

3. Equipment capital expenses

4. Safety and Security capital expenses

The School Management Committee of Saint Too Bloom Academy is committed to report to the Bloom Academy community on the use of Capital Levy on an annual basis (every August).
